Stock Condition Surveys for Housing Association Roofs

Roof condition reporting and remaining life assessment that gives asset managers a sound basis for planned programmes.

Roof stock condition surveys for housing providers

For a housing association or local authority, roofs are one of the most significant maintenance liabilities in the portfolio. Knowing the actual condition of those roofs, rather than working from build dates and complaint history, is what allows an asset manager to plan spend, target the highest-risk properties first and move away from costly reactive procurement. Globe Roofing carries out roof stock condition surveys for housing providers and the principal contractors who support them.

Surveys form part of our regeneration, repair and maintenance division. Because the same division delivers re-roofing, planned programmes and repairs, our reporting is written with a clear understanding of what the findings will mean for the work that follows.

What a roof condition survey covers

Social housing stock is rarely uniform. Properties built across different decades use different construction methods and materials: traditional cut timber roofs, trussed rafter systems, flat roof sections, and mixed pitched and flat configurations. A survey has to record what is actually there, not assume a standard build-up across an estate.

Our surveys assess the structural condition of the roof, looking for sagging, distortion or other signs of structural issues. We inspect the coverings and waterproofing, including tiles, slates, membranes, seals and flashings, and check drainage, including gutters and downpipes. We look for surface damage such as cracks, punctures and worn materials on pitched and flat roofs, and note where insulation appears insufficient or damaged. Where the brief calls for it, thermal imaging can help locate hidden moisture and insulation issues, drone surveys can capture roofs that are hard to reach without disturbing residents, and leak detection surveys can trace the source of water ingress.

Remaining life assessment and prioritisation

Condition on its own does not tell you when to spend. Each survey records the defects found and an assessment of the roof's remaining serviceable life, supported by photographs. That lets you rank properties by risk and decide, roof by roof, whether a repair is sufficient or replacement should be brought forward. Our article on choosing between roof repair and replacement sets out the considerations that shape that decision.

Housing providers that manage roofing reactively, responding to failures as they are reported, typically spend more per roof than those who plan replacement around stock condition data and remaining life. Survey findings give you the evidence to prioritise the highest-risk properties and phase expenditure across a multi-year programme. When you are ready to act on the results, our planned maintenance programmes turn the survey into a scheduled, costed sequence of work, and properties that need full replacement can move into social housing re-roofing.

Reporting for asset management records

A survey is only useful if your team can act on it. Our reports set out findings with photographs and practical recommendations, giving your asset team an updated condition baseline for the properties inspected. The same information informs the specification for any replacement, so the roof that goes back on reflects the construction of that specific property. Where surveys identify structural issues, these are flagged before the new covering is specified rather than discovered part way through a programme.

FAQs

Frequently asked questions

A roof stock condition survey records the condition of roofs across a housing portfolio, covering structure, coverings, waterproofing, drainage and visible insulation issues. It gives housing associations and local authorities an evidence base for planning spend, identifying high-risk properties and deciding where repair is sufficient and where replacement should be programmed.

Yes. Alongside the defects recorded, each survey includes an assessment of the roof's remaining serviceable life, supported by photographs. That allows asset managers to rank properties by risk and phase replacement across a multi-year programme rather than responding to failures as they are reported.

Yes. Social housing stock often includes traditional cut timber roofs, trussed rafter systems, flat roof sections and mixed pitched and flat configurations, depending on when properties were built. Our surveys record the construction actually found on each property so that any replacement specification reflects that roof rather than a standard approach.

Most surveys are based on a visual inspection of the roof structure, coverings, flashings and drainage. Where the brief calls for it, thermal imaging can help locate hidden moisture and insulation problems, drone surveys can capture roofs that are difficult to access, and leak detection surveys can trace the source of water ingress.

Survey findings are the starting point for a planned maintenance programme. Properties can be prioritised by condition and remaining life, grouped into tranches of work, and costed across the programme period. That gives the housing provider cost certainty and a clear basis for reporting to its board and funders.
